Positive reputation is not the only option and having a negative reputation can open special interactions. However, like all effects in The Sims 4, it will stack and the early boost of relationship points can help a reputable Sim gain a relationship very quickly and gain new friends and fans without much effort or time. The effect is not necessarily as strong as other methods in the game, such as having a high Charisma level. You do get some special interactions, such as being able to sign autographs for fans, that can be executed before your Sim formally introduces themselves to the target. As the player-character, you can command your Sim to do anything you want even for the normal Sims of the world. In general, this inequality of interaction doesn't work both ways. Of course, the celebrity may decline your Sim's advances anyway if there is not a social foundation for them to be friends! Even with free will turned off, your controlled Sim may even automatically go over to them to take selfies without your command.
